Everyone else is commenting from a mechanical perspective and making good points, but I'd add that Tasha' Hideous Laughter actually suits a Lore Bard better from a flavor/background/roleplay perspective, if you're the type of player who enjoys giving characters abilities that suit an overall theme or personality type, which I know many players do.Because Tasha's Hideous Laughter imposes the Incapacitated condition with no extras, or stipulations beyond the intelligence requirement, there no monsters which are immune to it outside of really dumb things and Modrons. (Axiomatic Mind should stop it) Thematically, everything but really dumb things and apparently Modrons have a sense of humor.
